The National Transformation Programme 2020’s goals are to improve infrastructure and safety standards, as well as the quality of services in health care facilities; to increase the use of e-health and digital transformation; to strengthen governance and accountability; and to involve the private sector in financing and supervision. The present health sector reform is designed to separate provision, payment, and regulation in accordance with the aims outlined in Vision 2030 and the National Transformation Programme 2020. The ministry’s primary responsibility will be to regulate the health sector. Vision 2030 prioritizes the development and improvement of public health services through technology. The present health-care information system relies on paper. The lack of an electronic system has been cited as a significant factor to the shortcomings of PHC services and infrastructure. Computerized services are critical to providing high-quality health care, providing effective patient-centered care, and meeting patients’ demands. Bringing about change, such as health system reform, is difficult due to the system’s technical and human intricacies. To achieve Objective 1, “Establish a state-of-the-art PHC system that meets the expectations of the Saudi Arabian population,” multi-pronged interventions were implemented, including the Strengthening Family Medicine Approach Initiative in 975 PHCCs out of the 1000 targeted in 2019; the transformation of 116 large PHCCs into polyclinics; and the accreditation of 300 PHCCs by the Central Board for Accreditation of Healthcare Institutions. Furthermore, the health information system was automated in 675 centers; the SEHA appointment application was implemented in all PHCCs; and an electronic medical prescription system, which outsourced the dispensing of free pharmaceuticals to private pharmacies, was piloted in 500 PHCCs. The Improving Family Medical Approach Program has increased the proportion of people who are screened for obesity, hypertension, and diabetes.

To achieve Objective 2, “Achieve universal health coverage to quality essential PHC services,” the following actions were taken: to improve access to the PHC package, 122 PHCCs were renovated, 162 substandard PHCCs were replaced, and 564 PHCCs were equipped. In 292 PHCCs, working hours were extended.

Furthermore, teleconsultation services are available to the entire community through a toll-free number (937), as well as the SEHA appointment application, with an average of 6500 and 1500 daily teleconsultations, respectively. Ten mobile clinics (phase I) were launched to improve access for remote populations, resulting in an increase in coverage from 78% to 83%. Seven mother and child health clinics were built in shopping malls to expand PHC at the community level. Vaccination, mammography, and DEXA scanning are among the services offered in conjunction with the commercial sector as part of their social responsibility.

The improvement will be measured by the number of patients utilizing telehealth services, patient satisfaction, and clinical outcomes.
