For a public health professional, the ability to negotiate and mediate during organizational and community challenges is paramount to success. The ability to clearly communicate information and react to challenges by following clear protocols is essential when guiding during a crisis.

Read the “A Case Study of Environmental Injustice: The Failure in Flint” topic material.. Assume the role of a public health leader associated with the Flint case study, and write a 750-1,000 word paper to address the Flint case study. Address each of the following.

  • What is the problem to be resolved or decision to be made?
  • Who are the key decision makers and leaders? What is motivating each of them?

Flint, a city in Michigan, encountered a significant drinking water crisis in 2014 when the decision was made to switch from Detroit’s municipal water system to the Flint River to save money. The problem that needs to be resolved is the safety and accessibility of drinking water for the residents of Flint. The water from the river was more corrosive, and the city failed to use corrosion control measures. As a result, lead from old pipes leached into the water, putting thousands of Flint residents at risk of lead poisoning.

The primary decision-makers and leaders to address this issue are the city officials, including former Mayor Dayne Walling, former Michigan Department of Environmental Quality Director Dan Wyant, and former Governor Rick Snyder, who oversaw emergency management efforts. Each of them was motivated by different factors. For example, Walling, who was running for reelection, wanted to save money to balance the city’s budget. Wyant wanted to demonstrate that Michigan could regulate its own water systems while Snyder was motivated by cost-cutting measures.

To resolve the problem and make decisions, several questions must be addressed. These include: How can we ensure access to safe drinking water for Flint residents? What measures need to be taken to restore trust in the government and public health institutions? How can we prevent similar disasters from happening in other cities?

The ethical dilemmas associated with the case include the failure of public health officials to notify the public about the dangers of lead in the water, the delay in switching back to the Detroit water system, and the lack of urgency in responding to the crisis. Furthermore, the decision to switch to the Flint River without proper consultation with experts and community members, primarily composed of African Americans and Latinos, was a failure in environmental justice.

To address each question and resolve each issue, primary negotiation, and mediation skills include active listening and empathy, framing the crisis in terms of the shared value of public health, and creating a collaborative decision-making process stakeholders and community members. Active listening and empathy can help involve community members in decision-making, recognizing their concerns and experiences. Notwithstanding, framing the crisis in terms of the shared value of public health can engage everyone in the common goal of providing safe drinking water, while a collaborative decision-making process can build trust between residents and officials.

To resolve the issue, the government should acknowledge its responsibility for the crisis by compensating for damages, enacting measures to ensure the safe drinking water of the residents, and prevent further disasters. Additionally, public health officials should communicate transparent and clear information to the public, ensuring that the government has learned from its mistakes. Furthermore, public health officials should incorporate environmental justice principles into decision-making and consider the marginalized communities’ voices and experiences.
