Benchmark Assignment – Performance Management Plan Proposal

Performance management is, ideally, an ongoing quality-assurance-based process to provide an organization, its employees, regulatory agencies, accreditors, and other stakeholders with a structured means to support and accomplish mutually identified strategic goals and objectives.

Assume the role of a newly-hired risk management officer for a hypothetical new allied health organization in your chosen career field. You and your team will need to develop the organization’s policies.

The first item you will create will be a performance management plan. Using the Health Resources and Services Administration (HRSA)

( or other qualified framework, craft a proposal (1,250-1,500 words) for a performance management plan for your new organization that includes the following:

  1. Organizational Goals. Provide a statement of your organization’s goals in terms of workplace safety, risk management, or quality improvement. Pick one area, and develop five goals for that one area.
  2. Outline of Organizational Objectives. Outline and provide a brief evaluation of specific objectives that support the organizational goals you previously identified.
  3. Summary of Relevant Performance Measures. Summarize the steps and measures your new organization will adopt to measure performance. Consider: (a) How well measures will align with your stated goals? (b) How do these measures demonstrate a relationship to positive health outcomes? (c) Are the measures you select able to be controlled by your organization (i.e., can your organization effect change in this area?)? (d) Which measures meet criteria related to reliability and validity, and which are standardized?
  4. Performance Baseline. Determine a performance baseline for the measures you have selected. This will enable your organization to conduct comparisons of desired goals versus actual results as time moves on.
  5. Performance Evaluation. Select one of three commonly accepted methods to measure provider quality and summarize the features and why it applies best to your organization. Refer to the assigned reading, “The Measurement of Health Care Performance: A Primer From the Council of Medical Specialty Societies,” by the Council of Medical Specialty Societies (CPSS) (http://www.cmss.org/uploadedFiles/CMSS_Quality_Primer.pdf).
  6. Definition of Success. Define what success means to the organization. Now that you have chosen measures to assess organizational performance, you need to identify what success means to your organization; otherwise, you are chasing a moving target. Be explicit in the level of performance you see as acceptable. This will change as an organization grows, but you need to start somewhere in order to get anywhere.

You are required to use and cite a minimum of three qualified resources from the readings, qualified websites, or the GCU Library in order to complete this assignment successfully.

Introduction:
As the newly-hired risk management officer for a hypothetical new allied health organization, developing a performance management plan is crucial to ensure that the organization’s goals and objectives are accomplished. The plan serves as a structured means to support and achieve mutually identified strategic goals and objectives. This proposal aims to develop a performance management plan using the Health Resources and Services Administration (HRSA) framework, which includes organizational goals, organizational objectives, relevant performance measures, performance baseline, performance evaluation, and definition of success.

1. Organizational Goals:
For the purpose of this proposal, workplace safety is chosen as the area of focus. Here are five goals for the organization:
1. To prevent workplace accidents and injuries by implementing a proactive safety culture.
2. To provide safety training to all employees at the time of hire, and periodically thereafter.
3. To reduce the number of near misses by improving hazard identification and control measures.
4. To conduct regular safety audits and inspections aimed at identifying existing or potential hazards and making recommendations for their reduction or elimination.
5. To promote safety participation and leadership among all employees.

2. Outline of Organizational Objectives:
The following are specific objectives that support the organizational goals previously identified:
1. Develop and implement a safety policy and program that meets regulatory standards and aligns with organizational goals.
2. Incorporate safety training into the onboarding process and conduct periodic refresher training to all employees.
3. Conduct regular audits and inspections of the workplace to identify existing or potential safety hazards.
4. Develop and implement procedures for reporting and investigating workplace accidents, injuries, and near-misses.
5. Recognize and reward employees who demonstrate safety participation and leadership.

3. Summary of Relevant Performance Measures:
The following steps and measures will be adopted by the new organization to measure performance:
a) Measures will align with stated goals through the use of leading and lagging indicators.
b) The selected measures will demonstrate a relationship to positive health outcomes by focusing on injury and illness prevention and reducing lost workdays.
c) The measures will be controlled by the organization by ensuring prompt corrective actions are taken when necessary.
d) The measures selected will be reliable, valid, and standardized to ensure accurate measurement.
Examples of relevant performance measures are total recordable injury rate, injury severity rates, near-miss reporting rate, and safety compliance audits.

4. Performance Baseline:
Establishing a performance baseline for selected measures will enable the organization to conduct comparisons of desired goals versus actual results as time moves on. A baseline will be established in the first quarter of operations and reviewed annually thereafter. The baseline will be used to set targets and track progress against established goals.

5. Performance Evaluation:
The selected method to measure provider quality is data-driven process improvement. The features of this method are:
a) Involvement of multidisciplinary teams to identify system issues and develop solutions.
b) Use of data to identify trends, establish baseline, set targets, and monitor progress.
c) Implementation of evidence-based interventions to improve performance.
d) Ongoing evaluation of processes and outcomes to ensure continued improvement.
This method applies best to the proposed organization because it focuses on quality improvement and prevention of errors, which aligns with the organizational goals.

6. Definition of Success:
Success for this organization means exceeding regulatory safety requirements, achieving a reduction in the total recordable injury rate and lost workdays, achieving a high level of employee safety participation and leadership, and receiving positive feedback from regulatory agencies, accrediting bodies, and other stakeholders. Success will be determined by comparing actual results against established goals and targets.

Conclusion:
The proposed performance management plan aligns with the HRSA framework to provide a structure to support and accomplish mutually identified strategic goals and objectives. The plan consists of organizational goals, organizational objectives, relevant performance measures, performance baseline, performance evaluation, and definition of success. The plan aims to promote workplace safety, reduce risk, and deliver quality care to patients.
